'rescind'/ 'rescinding Verb: Revoke, cancel, or repeal (a law, order, or agreement) [Latin rescindere : re-, re- + scindere] however, is.

So I think the word you meant to smith was 'rescindent'. Otherwise, I have noooo idea what 'rescendent' would mean at all.
