I brought it up to GKJ and thinks its a good idea to collect information on the deeds of characters that are lvl 11+ as part of Therafim's lore. Every character has exloits. As Legend Lore says "As a rule of thumb, characters who are 11th level and higher are “legendary,” as are the sorts of creatures they contend with, the major magic items they wield, and the places where they perform their key deeds."
Characters of 11th lvl or higher have probably left an impact on people and places they have encountered, as well as any employers. A character should be Known by NPCs by their Exploits. The past is real and the past should return. Things that happened in the past should not simply be forgotten, there are reasons why we should remember what came before and why it should come again. People who interacted with them will record their deeds and adventures in legend or song, or even gossip. Characters may be more well known in some circles than others.
Essentially I want to either OOCly examine a characters past quests and create a page that notes their deeds as known by the world OR do it ICly perhaps with an NPC interview from Avalon's Newspaper staff or a combination thereof. For now, I do it with PCs permission -albeit realistically a person's reputation and their deeds procedes them whether they like it or not. You cant really choose whether you become famous or significant, it just sort of happens. These characters have become apart of Therafim's history and would be noted. PCs will have input and their own additions to their legends. SOME things are probably more contained and not as well known, and so I also hope in the future to categorize things by Lore DCs (likely Local, or History) as well.
The first page an example of what I have already gathered for Belle. NPCs that hire Belle will know her for her exploits AND those who wish to prove themselves to be strong fighters WOULD likely seek her out on the basis of that reputation, either hoping to fight and defeat her, or learn from her.
In the current format I'm using events are annotated with the quest/event and lvl of the character at the time in (Quest-#) format.

"Congratulations, you can link to TV Tropes. This does not mean you have special insight into the storytelling process, much less the author's mind. Stories don't need to fit into neat boxes, you know.
