Ok. As is, have 2 REP. After my questionnaire for this char is approved(if?) should be 7. Wanting to spend the 2 REP I -know- I have on XP…translating to 200 XP, bumping me over to 3rd level. Sound fair?

Presently level 3, 3095/6000 XP. If and when my Questionnaire for Baeler Caelvial is approved, I should have 10 REP, and some 500 UP. I'd like to spend 500 UP, <earning 1500 XP and 1500 GP, I believe?> then spend 10 REP, earning -another- 1500 XP.
This should leave me with 0 REP, 41<as of this post?> UP, and a level 4 Wizard with 6095/10,000 XP.
Currently at level 4, 8945 XP out of 10,000. (Possessing 3 REP and 482 UP)
Expending 3 REP to gain 600 XP, from 8945 XP to 9545 XP.
Expending 114 UP to gain 456 XP/GP, from 9545 XP to 10,000, making him level 5.
Expending 368 UP to gain 1,840 XP/GP, from 10,000 to 11,840.
This would leave me with 0 REP and 0 UP.
Ring of Protection +1(2,000 GP)

Headband of Intellect +2(4,000 GP)

Casting Read Magic and transcribing Shield to my spellbook today, at the cost of another 100 GP worth of inks.
End result, spending 225 GP, gaining 6 scrolls, 1 of which is immediately transcribed into my spellbook, the other 5 are added to my inventory for now.
Level 1:

Orb of Acid(Lesser)(25 GP),
Orb of Fire(Lesser)(25 GP),
Orb of Sound(Lesser)(25 GP),
Orb of Electricity(Lesser)(25 GP),

This adds up to 150 gold, (where 25X6 = 150) Not 125
The correct total for all of this is 250 Gold. Approved with the condition that its corrected by the player.
Ok, so. For that quest that Eve just ran, we were granted an item up to ECW 7, 15,750 GP value. Kara‘Nydress helped me come up with this:
’Forcegem', custom item. Casts Magic Missile(as a 9th level caster) 2/day. Floats about the user's head as an ioun stone would. Will not collide with a real ioun stone if you use one in conjunction. ;) Math behind this:
Spell Level(1) x Caster Level(9) x 1,800(Command Word activated), / (5/(uses per day, 2 in this case) ) x2 for being an 'unslotted' item, I.E. Ioun Stone.
For some more typical purchases:
Gloves of Object Reading(3,000 GP), Blessed Book(The improved spellbook, does not cost me money to transcribe spells into it.)(12,000 GP)
and 'Bolt Shirt', from the magic item compendium, 5,000 GP. FLAVOR VARIANT: For the Bolt Shirt, it's described as having lightning bolts on the arms, and when used to teleport 60' as a move action, (1/day) creates a line of electric sparks linking you and the place you went, so you can't go unseen. I'd prefer if this could be a 'Cinder Shirt' with fire motifs on the side, that has a fiery visual effect, both in arriving/leaving, and a trail of fire in between.
